THIS WEEK IN IEEE HISTORY
AIEE First Technical Conference
On 7-8 October 1884, in Philadelphia, the American Institute of Electrical Engineers (AIEE), a precursor of the IEEE, held the first formal technical conference on electrical engineering in the United States. The format and topics discussed in this conference served as a precursor for AIEE future technical meetings.

The IEEE ComSoc International Communications Quality and Reliability (IEEE CQR) Fourth Quarter Workshop will be held virtually on 8 October, 2020. This Week in IEEE History: Ernst Weber
On 6 September 1901, Ernst Weber, the first President of IEEE (1963), was born in Vienna, Austria. Weber was an important developer of microwave technology, although he is perhaps best remembered for his contributions to engineering education (he served as President of Polytechnic Institute of Brooklyn, now Polytechnic University) and to the profession, for which he received numerous AIEE, IRE, and IEEE recognitions.

Using algorithms, compressed sensing acquires and reconstructs a signal from a series of sampling measurements—which can reduce the amount of data that needs to be sampled. Pooling samples and analyzing the data using compressed sensing could make COVID-19 testing 10 times more efficient.

Patrick Ryan, IEEE Power & Energy Society Executive Director and IEEE Senior Member, was approved by the IEEE Board of Directors as the 2020 recipient of the IEEE Eric Herz Outstanding Staff Member Award “for leadership in creating a successful model for IEEE and Society memberships by fostering member value and partnerships with volunteers." IEEE volunteers select the recipient of this prestigious award, one of the highest forms of employee recognition. The award is named in honor of Eric Herz, who has had a long and distinguished career as both an IEEE volunteer and former employee.

How IEEE Members are Contributing to the COVID-19 Technical Response
IEEE Foundation COVID-19 Fund Supports Five Programs - The IEEE Foundation established the COVID-19 Response Fund in April to support IEEE programs and initiatives that are helping members weather the pandemic. To date, the fund has received more than US$27,000 from individual donors and philanthropic organizations worldwide. They include humanitarian projects and educational programs.
Rituraj Soni on Staying Connected With the Help of IEEE - IEEE Member Rituraj Soni, who joined in March, shares how his membership helped him stay connected to others through activities such as hackathons to develop technologies to fight the pandemic, attending virtual conferences, and webinars on strategies to effectively deliver online engineering courses. Soni is an assistant professor in the Computer Science and Engineering Department at the Engineering College Bikaner, in Rajasthan, India.

Nairobi IEEE Students Design a Low-Cost Ventilator Using Locally Sourced Materials - Members of the IEEE Kenyatta University Student Branch, in Nairobi, Kenya have designed and built a low-cost ventilator to combat COVID-19. Tiba-Vent makes use of the principles of ventilation, fluid mechanics, control engineering, software engineering, and signal processing.
IBM's New AI Tool Parses A Tidal Wave of Coronavirus Research - In the race to develop a vaccine for the novel coronavirus, health care providers and scientists must sift through a growing mountain of research, both new and old. IEEE Member Peter Staar, a researcher at IBM Research Europe, in Zurich, and manager of the Scalable Knowledge Ingestion group, has built a platform called Deep Search that could help speed along the process.

Air Conditioning Wasn't Invented to Provide Comfort to Human Beings
Air conditioning was devised not for comfort but for industry, specifically to control temperature and humidity in a color printing factory in Brooklyn. In 1902 Willis Haviland Carrier deployed coils supplying 211 kilowatts of cooling and in 1906, he obtained his first patent. At first, air conditioning was mainly used in the textile, printing, film, and food-processing industries but now most of the world's hottest regions have adopted it.

IEEE will present the IEEE Frances E. Allen Medal for the first time at the 2022 IEEE Honors Ceremony. IBM sponsors this medal, the second in honor of a female, named for IBM Fellow and computing pioneer Frances E. Allen. Nominations for this award will open in December 2020.

IEEE Smart Village System Delivers Solar Power to Nigerian COVID-19 Isolation Center - When the coronavirus spread to Ilorin, the state capital of Kwara in western Nigeria, a medical center was built to isolate and treat the rapidly increasing number of COVID-19 patients. Shaybis Nigeria donated a SunBlazer IV solar-powered system to provide electricity to the facility. The system, which was designed by IEEE Smart Village volunteers, will provide electricity to the first wing of the four-wing facility.
The University of Rhode Island's IEEE Student Branch Offers Remote Tutoring to EE Students to Supplement Their Online Courses - The COVID-19 pandemic has forced universities around the world to close their campuses and offer classes online. Faculty members and students have had to adjust to this new way of teaching and learning. Remote tutoring sessions, conducted through the Webex video conferencing program, offer students the chance to not only ask questions about the material presented in class but also gives them a way to socialize with each other.
How Many People Did it Take to Build the Great Pyramid? - Not nearly as many as old estimates would have you believe. Given that some 4,600 years have elapsed since the completion of the Great Pyramid of Giza, the structure stands remarkably intact. We may never know exactly how the pyramid was built, but even so, we can say with some confidence how many people were required to build it. This back-of-the-envelope calculation is based on simple physics.

COVID-19 Made Internet Access, Broadband and Hotspots an Educational Necessity
Many students took a spring break in late March only to come back to their studies through a virtual learning portal due to the COVID-19 pandemic. While virtual learning helps reduce the risk of person-to-person transmission, schools were presented with a new problem: how to ensure every student has internet access so they could continue their education remotely.

This Open-Source Robot Is Helping Hospitalized COVID-19 Patients Stay in Touch With Loved Ones - Hospitalized COVID-19 patients are often left to battle the virus alone to help stop the spread of the virus to their family and friends. IEEE Fellow Antonio Bicchi, a member of an Italian research team called Low-Hanging Fruits, has developed a robot called LHF-Connect to assist with this difficult situation.

IEEE Annual Election:
Please Update Your Membership Information by 30 June
The IEEE Annual Election starts in August. Ballots will be created for all eligible voting members on record on 30 June. Those eligible to vote include new members as of 30 June and students elevated to Member or Graduate Student Member grades on or before that date. To be eligible to vote, student members graduating this year between 1 January and 30 June must update their education information online to be elevated to Member or Graduate Student Member grade.
All eligible voting members will have access to their ballot electronically. In addition, a ballot package will be provided via first-class postal mail in accordance with the member's election communication preferences.

Machine Learning for Medical Imaging Analysis Demystified
Medical imaging refers to several different technologies used to view the human body and its organs or tissues to diagnose, monitor, or treat medical conditions.

SpaceX Returns U.S. Astronauts to Space
On 30 May, the United States rejoined an exclusive club of nations: those capable of launching people into space. PAL Robotics Customizable Bots Could Be the Next Frontline Workers - PAL Robotics is modifying its existing base models to aid in the fight against the COVID-19 pandemic. Based in Barcelona, the company's base models are designed for a variety of tasks, including socializing with people and transporting items. 2020 IEEE Medal & Recognition Recipients Honored Online. This year, in light of the global health emergency and pervasive travel restrictions, IEEE made the difficult decision not to hold the in-person IEEE Honors Ceremony. Instead, the 23 diverse 2020 IEEE Medal and Recognition recipients will be honored in a series of online promotions.
Call for Nominations: IEEE TFAs, Herz Staff Award, and Medals & Recognitions
The IEEE Awards Board (AB) administers the highest medals, awards, and recognitions presented by IEEE. The IEEE Technical Field Awards are awarded for contributions or leadership in specific fields of interest of the IEEE. IEEE Medals embrace significant and broad IEEE interests and purposes.
Nominations are due 15 January annually for the IEEE Technical Field Awards and the IEEE Eric Herz Outstanding Staff Member Award and 15 June annually for IEEE Medals and Recognitions. All are encouraged to submit a nomination for a worthy candidate within their technical fields.

IEEE Members on the Front Lines:
This 3D Printed Ventilator Could Support Up to 20 COVID-19 Patients at One Time - Hospitals around the world are facing a shortage of ventilators in the fight against the COVID-19 pandemic. IEEE Member Mohamed Ishag and his friend Mohamed Saqeeb are developing a ventilator that can support up to 20 patients at once, which will help hospitals treat more patients with severe respiratory distress. They are using a 3D printer to create the body and valves for the ventilator. The device is made up of an oxygen supply line, multiple valves, an air compressor, and a UV light that sterilizes the air.
A Better, Faster, Cheaper Test for COVID-19 - A multidisciplinary group of researchers at theUniversity of Minnesota, with expertise in magnetics, microbiology, and electrical engineering, says it has developed a test that is relatively cheap, easy to use, and quick to deliver results. The group, led by IEEE Fellow Jian-Ping Wang, Distinguished McKnight University Professor and Robert F Hartmann Chair in the Department of Electrical and Computer Engineering, says it is looking to have a commercially viable version of its prototype system available soon enough to help speed up the pace of pre-vaccine testing.

IEEE Discover Badge, the first of a three-part series, IEEE Badge Challenge, is underway. The badge series is a first of its kind initiative that introduces individuals to the support and resources available from IEEE.
The Badge Challenge is enjoying great participation, with the IEEE Badge Hub Community growing to over 1000 participants, 400 of which have already earned the Discover badge. Participation is open to all, with special benefits for IEEE Members. IEEE Sections whose Members have earned badges will be recognized. The competition is on, members from thirty-three sections have earned badges. Staying connected and engaged during these uncertain times is an investment in your future. Hayes Lewis, an IEEE member from Fort Worth, Texas, USA reported that the badge challenge introduced him to someone with common interests he would not have met otherwise.

COVID Moonshot: Can AI Algorithms and Volunteer Chemists Design a Knockout Antiviral?
This pro-bono initiative crowdsourced 4,500 drug designs, synthesized 311, and is now testing them against viral proteins. Over 4,500 molecular designs from 280 contributors around the world flooded into the submissions site set up for the effort. Two chemical synthesis companies have stepped up to physically make the compounds, providing their services for free or at reduced cost, and two pharmaceutical companies are contributing employee time toward the effort at no charge.
New Standard Prioritizes Human Well-Being in A/IS
We are pleased to announce IEEE 7010-2020, Recommended Practice for Assessing the Impact of Autonomous and Intelligent Systems on Human Well-Being has officially published. This is the first of thirteen IEEE 70xx series standards to be published. The 70xx series was largely inspired by the volunteers who are a part of The IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems (A/IS).

The IEEE Humanitarian Activities Committee (HAC) and SIGHT (Special Interest Group on Humanitarian Technology) are prioritizing grassroots IEEE member project proposals that have a strong potential for immediate impact in the fight against COVID-19.
Less than three weeks remain to apply for this Special Call for Proposals to provide resources to volunteers making an impact during this pressing situation. Proposals may be submitted any time between now and 1 June and will be reviewed continuously via an expedited process to allow selected projects to get started right away.

Thermal imaging cameras, which use thermography, are a fast, contactless, and reliable method to detect a fever, a common symptom of COVID-19.

IEEE DataPort Hosts Free COVID-19 Datasets
Sharing research data is critical to advancing science and provides the ability to analyze, replicate, verify, and refine data which facilitates research and supports research reproducibility. As an IEEE member, you can access almost 1300 datasets on IEEE DataPort at no cost including several COVID-19 datasets. All IEEE members can access this valuable platform which offers a DOI for each dataset, support for Open Data, 2TB of Cloud Storage per dataset, automatic linking to manuscripts, ORCID integration, support for all data formats, data downloading capabilities, and more.

Robotic Arm Wields UV Light Wand To Disinfect Public Spaces - IEEE Fellow Satyandra K. Gupta is leading a research team at the University of Southern California's Viterbi Center for Advanced Manufacturing in Los Angeles that is building a robotic arm that uses a UV light sanitizer to clean contaminated areas.
Everybody in the Pool: Researchers Use Algorithms to Tackle the Coronavirus Test Shortage - More testing would give us a better understanding of how the virus is moving through the population and whether its waxing or waning. More testing would also help identify new hot spots. That's why engineers and computer scientists are considering whether algorithms could supercharge COVID-19 testing.

HAC/SIGHT Special Call for COVID-19 Project Proposals
The IEEE Humanitarian Activities Committee (HAC) and SIGHT (Special Interest Group on Humanitarian Technology) are prioritizing IEEE member project proposals that have a strong potential for immediate impact in the fight against COVID-19.
The deadline for this Special Call for Proposals has been extended through 01 June 2020 in order to continue providing resources to volunteers making an impact during this pressing situation. Proposals may be submitted at any time and will be reviewed continuously via an expedited process to allow selected projects to get started right away.

Free resources that engage students in the history of technology are available through IEEE REACH, a donor supported program of the IEEE History Center. Parents and teachers can explore lesson plans, or inquiry units, that include formative performance tasks, civic actions and excerpted documents for students. Students can participate in hands-on activities, analyze primary and secondary source materials, and enjoy short videos on the history of technology and its role in society. Intended for middle and secondary school students, the resources can be incorporated into many subjects including science, history, economics and language arts. Explore the inquiry units which include: Skyscrapers, Electric Lighting, Early Maritime Navigation, Triremes, Drones, Electronic Music, Radio, Printing Press, and the Refrigerated Railcar. Adults can have fun learning from the resources as well!.

Google Hangouts Meet
Google Hangouts Meet is a business web conferencing solution from Google that is available to any IEEE member. During this time, when in-person meetings are being canceled, your digital presence is so important. Your membership benefits have more value now than ever through helping you connect with customers, find new business, and prepare to charge forward when this crisis is over. Google Hangouts Meet comes with the ieee.org email account. While it normally supports up to 100 participants, Google has increased this capacity to 250 until 1 July 2020. To take the most advantage of Google Hangouts Meet, members must use their ieee.org Google account to sign in.

What the CARES Act Means for Philanthropic Giving in 2020

Free Educational Resources Help Parents and Teachers
The IEEE History Center's Raising Engineering Awareness through the Conduit of History (REACH) Program provides free resources that engage students in the history of technology. Parents and teachers can explore lesson plans, or inquiry units, that include formative performance tasks, civic actions and excerpted documents for students. Students can participate in hands-on activities, analyze primary and secondary source materials, and be entertained by short videos that focus on the history of technology and its role in society. Intended for middle and secondary school students, the resources can be incorporated into many subjects including science, history, economics and language arts. Explore the inquiry units which include: Skyscrapers, Electric Lighting, Early Maritime Navigation, Triremes, Drones, Electronic Music, Radio, Printing Press, and the Refrigerated Railcar. Adults can have fun learning from the resources as well!
